Apostilles are special government certificates that are mutually recognised among over 120 countries. They certify a document so that it can be used for legal purposes outside the country where it was issued, without the need for additional certification by the receiving country – i.e. a document with an Apostille should be directly accepted as valid by authorities in any of the other signatory countries.
Apostilles are issued by designated competent bodies in each country after verification of the document in question. These competent bodies may include courts, local authorities, embassies and ministries, although usually Apostilles are obtained from the Ministry of Foreign Affairs, for example:
- UK: Apostilles are issued by the Foreign Commonwealth and Development Office
- USA: Apostilles are issued by the U.S. Department of State (Federal Documents) and by State authorities (state-issued documents)
- France: Apostilles are issued by Courts of Appeal
- South Africa: Apostilles are issued by the high court and the Department of International Relations and Cooperation (DIRCO)
- India: Apostilles are issued by the Ministry of External Affairs
- Brazil: Apostilles are issued by the National Justice Council
- Hong Kong: Apostilles are issued by the High Court
- Singapore: Apostilles are issued by the Academy of Law

Apostilles are issued and valid for use in all European countries including the United Kingdom, most of the Caribbean, South and Central America including Brazil and Mexico, the USA, Turkey, India, South Africa, Hong Kong, South Korea, Japan, Australia and New Zealand.
Apostilles are also now valid for Saudi Arabia, Singapore and China, and Canada from January 2024.
However, if your document is issued or submitted in a non-signatory country, then an Apostille on its own does not provide valid attestation – e.g. Qatar, Cuba, UAE, Taiwan, Kuwait, Thailand, Malaysia and most African countries. In this case double attestation is required, first by the authorities of the country where the document was issued, and then by the embassy representing the country where the document will be submitted.
