Attest university degree certificates for submission to Taiwan
Degree certificates and academic diplomas required for submission to authorities in Taiwan or in support of Taiwanese visa applications should be legalized in the country where the university that issued the degree is based. Diplomas are generally legalized by the Ministry of Foreign Affairs and then attested at the local Taiwanese embassy or consulate.
Taiwan is not a member of the Apostille Convention. This means that all degree certificates and course transcripts required for submission in support of Taiwanese visa and residency applications have to be attested by the Taiwanese consulate or representative office in the country where the issuing university is based.

United Kingdom
UK degrees required for submission to the authorities of Taiwan must be attested by the Taiwan Representative Office in Edinburgh (Universities from Durham, Cumbria, Scotland and the Isle of Man) or London (Universities in the rest of England, Wales and Northern Ireland). Before submission to the embassy, diplomas must be certified by a UK notary or solicitor (original or copy) and then legalized by the Foreign and Commonwealth Office.

Degree certificates and course transcripts from American universities must be attested at the Taipei Economic and Cultural Representative Office after being authenticated at State level by the Secretary of State. The original diploma is required, as well as sealed transcripts.
The Representative Office embassy does not currently require authentication by the US Department of State and will accept State-level authentication directly.

German degree certificates required for submission to the authorities of Taiwan need to be attested by the Taipei Representative Office (in Berlin, Hamburg, Frankfurt or Munich, depending on where the university is based). Diplomas must be pre-certified by the responsible state administrative authority or Regional Court (notarized copies).

French Degree Certificates and course transcripts required for submission to the authorities of Taiwan must be attested by the Taiwan Representative Office in Paris. Before submission to the Representative Office, diplomas must be legalized by the French Ministry for Europe and Foreign Affairs. The original certificate or a certified copy is required (copies should be certified by a French Town Hall, notary or French embassy or consulate).

South African degree certificates and course transcripts required for Taiwanese visa and residency applications must be attested at the Taipei Liaison Office in Pretoria. Before submission to the Liaison Office, a letter of verification is required from SAQA or Umalusi. This letter is then authenticated at the Department of International Relations and Cooperation (DIRCO).
South African QualificationsSwitzerland
Swiss university degree certificates required for submission to Taiwanese authorities and for Taiwan visa applications are legalized at the Délégation culturelle et économique de Taipei in Berne or Geneva. Before the diploma can be attested, it must be legalized by the chanceries of State of Switzerland or the Swiss Federal Chancery. True copies of diplomas can be legalized, but only if the copy was made by the same institution that made the original and only if the signature of the person issuing it can be legalized by the relevant Swiss State Chancery.
Degree certificates issued in British Virgin Islands, Cayman Islands, Sierra Leone, Ghana and Seychelles require legalization by the competent local authority and can then be submitted to the Taiwan Representative Office in London.
Degree certificates issued in Monaco, Andorra, China, Algeria, Tunisia, Morocco and Senegal must be submitted to Bureau de Representative de Taipei en France in Paris.
Degree certificates issued in Norway, must be submitted to the Taipei Mission in Sweden.
Degree certificates issued in Croatia and Slovenia should be submitted to the Taipei Economic and Cultural Office in Austria.
Degree certificates issued in Malta, Albania and Macedonia must be submitted to the Ufficio di Rappresentanza di Taipei in Italia in Rome.
Degree certificates issued in Serbia, Montenegro, Bosnia & Herzegovina AND Romania must be submitted to the Taipei Representative Office in Budapest.
Degree certificates issued in Qatar and Ethiopia must be submitted to the Taipei Economic and Cultural Representative Office in the Kingdom of Saudi Arabia.
Degree certificates issued in Northern Cyprus, Kazakhstan, Uzbekistan, Turkmenistan, Tajikistan and Georgia must be submitted to the Taipei Economic and Cultural Mission in Ankara.
Degree certificates issued in Iceland are legalized by the Icelandic Ministry of Foreign Affairs and Taipei Representative Office in Denmark.
