Verification is performed at 3 levels, as appropriate to the type of document and situation:

Checking that the document itself is genuine and authentic – that it is not fake, unduly altered or otherwise invalid, that it was truly issued by the person or authority signing the document – e.g. that a university diploma is genuine and not fabricated, that the signature of a foreign notary or solicitor on a document is a true signature.

Confirming the veracity of a document’s content – in certain cases further diligence may be advisable, with confirmation of a document’s content – for example obtaining direct confirmation from a university that a degree certificate is correct and genuine, or by confirming the document’s content locally using an independent source.

Checking the authority and capacity of the issuer – that the issuer has the authority to issue the document (for example that a medical report has been issued by a doctor or accredited practitioner, that a signature on a corporate document (such as a contract) is genuinely of a person with sufficient capacity for the act undertaken, that the issuer of a certificate granting a professional qualification is accredited for the purpose.
