Yes - Romania is a member of the Apostille Convention.

Romanian documents can be legalized for use abroad with an Apostille Stamp when destined for other signatory countries without additional certification by the destination country.

Submission within the European Union
Certain Romanian documents do not require Apostilles when they are presented to authorities of other European Union countries (the receiving authority should accept the original or a certified copy).

When applying for certain public documents, a multilingual standard form may be requested to accompany the original. A multilingual standard form must always be issued and signed by a Romanian authority, providing a translation aid designed to help the receiving authority to understand a public document which is in a language not accepted by the receiving EU country.

Other Romanian documents, including academic certificates, still require Apostille certification and certified translation to be valid in other EU countries.

How can I obtain an apostille for a Romanian birth, death or marriage certificate?

Romanian (Extras al Actului de Nastere), marriage certificates (Extras al Actului de Casatorie) and death certificates can be authenticated with an Apostille stamp from any District Prefect Office in Romania. Old style certificates issued before 1998, (Certificat de Casatorie) and Certificat de Nastere can only be apostilled by making a true notarized copy. The notarized copy can then be authenticated by the local Chamber of Notaries.

Submission within the European Union
Romanian certificates of civil status (marriage, death and birth certificates) do not require an Apostille stamp when required for submission in another Member State of the European Union. For further information, see:

How can I obtain my Romanian Criminal Record Certificate to use abroad?

Certificates can be obtained in Romania by applying at a Requests for Romanian Criminal Record Certificates can be made at police stations in Romania Police StationExternal link (opens in new tab) in Romania.
Applications from abroad can be submitted to a police station in Romania through an authorised representative (a notarized power of attorney is required) or through a Romanian embassy or consulateExternal link (opens in new tab) (applications through embassies can take 2-3 months).

Romanian citizens can also obtain their criminal record certificate online through the hub.mai.gov.ro platforms (confirming their identity at a police station or through a Romanian bank card)

How can I obtain an apostille for my Romanian University Degree and Transcripts?

Apostille Stamps to authenticate Romanian University documents can be obtained from the District Prefect's Office. Higher Education documents, including Diplomas, Certificate of Completion of Studies, and Certificates of Enrolment and Graduation must be pre-authenticated by CNRED - National Centres for the Recognition and Equivalence of Diplomas (Centrul National de Recunoastere si Echivalare a Diplomelor. For the authentication of graduation diplomas, bachelor’s degree diplomas, master’s degree diplomas or post-university studies diplomas, the transcript/diploma supplement is also required.

How can I obtain a copy of a Romanian birth, marriage or death certificate?

Official copies of Romanian birth, death and marriage certificates are available from the civil status office in the administrative unit where the birth death or marriage was registered. The civil status offices outside Bucharest are located in town halls. In Bucharest, each sector has its own civil status unit.

I need to submit a Romanian Criminal Record Certificate to authorities abroad. Do I need an Apostille?

Apostilles are not required when submitting Romanian Criminal Record Certificates to another Member State of the European Union when the certificate is issued to a Romanian national and when the criminal record is clean (no convictions). In other cases, the recipient Member State may require an Apostille.
