Attest university degree certificates for submission to Vietnam
Degree certificates and academic diplomas required for submission to authorities in Vietnam or in support of Vietnamese visa applications should be legalized in the country where the university that issued the degree is based. Diplomas are generally legalized by the Ministry of Foreign Affairs and then attested at the local Vietnamese embassy or consulate.
Vietnam is not a member of the Apostille Convention. This means that all degree certificates and course transcripts required for submission in support of Vietnamese visa and residency applications have to be attested by the Vietnamese embassy in the country where the issuing university is based.

United Kingdom
UK degrees required for submission to the authorities of Vietnam must be attested by the Vietnamese embassy in London. Before submission to the embassy, diplomas must be certified by a UK notary or solicitor (original or copy) and then legalized by the Foreign and Commonwealth Office. Normally we can arrange notarization and apostille stamping from a good quality scan, so that there is no need to send the original diploma.

Degree certificates and course transcripts from American universities must be attested at the embassy of Vietnam in Washington DC. A notarized copy can be made from a scan and an authentication obtained from the Washington DC Secretary of State.
The Vietnamese embassy does not currently require authentication by the US Department of State and will accept State-level authentication directly.
US Education ApostillesFrance
French Degree Certificates and course transcripts required for submission to Vietnamese authorities must be attested by the embassy of Vietnam in Paris. Before submission to the embassy, diplomas must be legalized by the French Ministry of Foreign Affairs. The original certificate or a certified copy is required (copies should be certified by a French Town Hall, notary or French embassy or consulate).

Hong Kong university degrees can be legalized for submission to authorities in Vietnam at the Vietnamese consulate in Hong Kong. Before submission to the consulate, diplomas are certified by a Hong Kong notary and legalized by the High Court.
Hong Kong university diplomasSouth Africa
South African degree certificates and course transcripts required for Vietnamese visa applications must be attested at the embassy of Vietnam in Pretoria. Before submission to the embassy, a letter of verification is required from SAQA or Umalusi. This letter is then authenticated at the Department of International Relations and Cooperation (DIRCO).
South African Qualifications
Degree certificates from Ireland must be legalized by the Irish Department of Foreign Affairs and the Vietnamese embassy in London.
Degree certificates from Portugal must be legalized by the Portuguese Ministry of Foreign Affairs and the Vietnamese embassy in Paris.
Degree certificates from British Overseas Territories including degrees issued by universities in Gibraltar, Cayman Islands, Bermuda. British Virgin Islands must be authenticated with an apostille from the Government of the Territory concerned and then with a second apostille from the UK Foreign, Commonwealth and Development Office (FCDO) before being submitted for attestation by the Vietnamese embassy in London.
Degree certificates from Iceland must be legalized by the Icelandic Ministry of Foreign Affairs and the Vietnamese embassy in Copenhagen.
